Business Plan
Following his re-election in May 2026, the Executive Mayor has a renewed mandate to accelerate Croydon’s recovery, raise standards and deliver the priorities that matter most to residents. Over the last four years, the Council has taken significant steps to address historic financial and governance challenges, improve services and restore stability. With these foundations now established, the focus of the Executive Mayor’s second term is on accelerating delivery, raising standards and ensuring residents see tangible improvements in their neighbourhoods.
The First 100 Days Plan is the first stage in delivering the Executive Mayor’s refreshed Business Plan 2026–2030. It translates the Executive Mayor’s long-term vision into immediate action, focusing on the issues residents care about most:
Cleaner Streets and Neighbourhood Pride
- Launch a new Zero Tolerance website and rogues’ gallery to support reporting of environmental crime;
- Relaunch the borough-wide blitz clean programme;
- Increase enforcement activity against fly-tipping, graffiti, abandoned vehicles and other environmental offences;
- Expand the use of mobile CCTV in hotspot locations;
- Relaunch rolling rubbish collections in partnership with Residents’ Associations;
- Extend recycling centre opening hours and increase mobile recycling services; and
- Launch Croydon in Bloom.
Safer Communities
- Strengthen partnership working with the Metropolitan Police Service and community safety partners
- Increase visible enforcement and reassurance activity in identified hotspot areas;
- Expand Parkguard patrols across estates, district centres and parks;
- Explore innovative approaches to tackling retail crime, including GPS tagging pilots for prolific offenders; and
- Continue targeted action to reduce antisocial behaviour.
Better Roads and Support for Motorists
- Launch a new Motorists’ Forum;
- Introduce a pothole patrol to identify and repair defects more quickly;
- Review existing 20mph speed limits where they are not supported by residents;
- Review parking provision within district centres; and
- Work with contractors to improve highways maintenance standards.
Stronger District Centres and Economic Growth
- Progress regeneration projects across the borough;
- Launch the Croydon Means Business Programme;
- Continue improvements to district centres and public spaces;
- Support local businesses through targeted investment and partnership activity;
- Promote Croydon as a destination for investment, culture, film and television production; and
- Expand events, markets and cultural activities across town centres.
Listening to Residents
- Improve communications about service standards and enforcement outcomes; and
- Strengthen engagement with community groups, businesses and the voluntary, community and faith sector.
